[Introduction to Contents]
Today, in the midst of the deepening division among nations due to the worldwide epidemic of diseases and the frequent occurrence of wars and international conflicts, many countries are focusing on cultural diplomacy as part of "public diplomacy" (diplomacy toward citizens) in order to improve the image of their own countries in other countries and thereby advance their diplomatic activities to their advantage. This cultural diplomacy has been called "International Cultural Exchange Program" since the 1960 s, but its origin can be traced back to "International Cultural Exchange Program" started in the 1930 s.
In this book, we analyze what purpose this "International Cultural Exchange Program" started, and how the content, framework, and method of "International Cultural Exchange Program" of that period were inherited by "International Cultural Exchange Program" today, and how it influenced postwar Japanese cultural activities, education, and politics from various perspectives and from various angles such as language dissemination, Japanese language education, and education for foreign students.
