East Japan Railway Company introduced the DD18 with its gauge changed to 1435 mm by combining the DD51 diesel locomotive and the DE15 double-track Russel head for snow removal in the new direct line section.
Initially, two units were remodeled for the Yamagata Shinkansen in 1991, and then the third unit was remodeled in 1996 when the Akita Shinkansen opened, supporting stable operation in the winter.
With the introduction of the succeeding snow removal machine, Unit 3 retired in 2007.
