The 3200 series is Kintetsu's first mass-produced VVVF inverter-controlled commuter train. In 1986, three 4-car trains with a total of 12 cars were introduced.

In 1987, three secondary cars were manufactured. In 1988, two intermediate cars (the third car) were introduced into the Karasuma Line of the Kyoto Municipal Subway, and a 6-car train was introduced.
